Operational use: Whether the weapon was ever used on a human target has never been confirmed in declassified records. CIA Director Colby stated in 1975: “We are aware that that operation was not in fact completed” regarding one referenced operation.

President Nixon’s 1969 executive order banned US biological weapons programs and ordered all toxins destroyed. Gordon secretly retained 5.9 grams of saxitoxin and cobra venom in Washington DC storage — in defiance of a direct presidential order. Discovered by Church Committee in 1975.
