What This Note Is
This is not a conspiracy theory. This is declassified United States government testimony — demonstrated on live television, placed on a table in the Senate chamber, entered into the Congressional Record.
It is one of the most important data points in this vault for understanding the gap between what governments do and what they admit to.
What It Was
In 1975 the Church Committee — a United States Senate select committee investigating intelligence agency abuses — held public hearings on CIA activities.
During these hearings CIA Director William Colby was confronted with a dart gun developed by the CIA’s Technical Services Division.
The weapon: verified
- Modified Colt M1911 pistol — battery powered, electrically fired
- Fired a dart the width of a human hair
- The dart was made of frozen saxitoxin — shellfish toxin — suspended in water
- It penetrated skin and dissolved instantly
- It caused cardiac arrest by shutting down the nervous system
- It left only a small red puncture mark
- The toxin degraded rapidly in the body
- Standard autopsies of the era would not detect it
- The death would be ruled a natural heart attack
- Effective range: up to 100 metres
- Nearly silent operation
Saxitoxin is a Schedule 1 Chemical Warfare Agent. Its lethal dose is 0.57mg. The CIA’s Technical Services Division — led by Dr. Nathan Gordon at Fort Detrick — discovered that freezing the toxin in water created a dart that could be injected through skin and leave no traceable evidence.
This was shown on live television. The weapon was placed on a table in the Senate chamber. Senator Frank Church and Senator John Tower held it for the cameras. It is in the Congressional Record. It is in the US Capitol Visitor Center’s official photographic archive. verified
The Saxitoxin Stockpile
President Nixon signed an executive order in 1969 banning US biological weapons programs and ordering all toxins destroyed.
Dr. Nathan Gordon secretly retained 5.9 grams of saxitoxin and cobra venom in Washington DC storage — in direct defiance of a presidential order.
5.9 grams of saxitoxin. Lethal dose: 0.57mg. That stockpile could have killed over 10,000 people. Retained illegally. Discovered by accident by the Church Committee in 1975.

The Program Context
The heart attack gun was developed under MKNAOMI — a joint CIA and Army Chemical Corps program that ran alongside MKUltra, focused on chemical, biological, and radiological materials for clandestine operations.
The Church Committee confirmed the CIA maintained an active assassination program targeting foreign leaders during this period:
- Patrice Lumumba — Congo
- Rafael Trujillo — Dominican Republic
- Ngo Dinh Diem — Vietnam
- René Schneider — Chile
- Fidel Castro — Cuba, multiple attempts
The heart attack gun was developed in this operational context. verified
Whether it was ever used on a human target has never been confirmed in declassified records. CIA Director Colby stated in 1975 that one referenced operation “was not in fact completed.”
What is confirmed: the weapon existed, was functional, was tested, and was retained despite direct orders to the contrary. verified
What is not confirmed: any specific confirmed murder carried out with it. The capability existed. Its operational deployment remains unverified in public record. We do not claim more than the evidence supports. credible
Why This Matters
The weapon itself is almost beside the point.
What the weapon’s existence confirms is this: verified
A US government agency developed the means to kill people and make their deaths appear to be natural causes — undetectable by the forensic methods of the era, untraceable to the perpetrator, indistinguishable from illness.
It developed this capability while simultaneously denying the existence of such programs to the public and to Congress.
It retained illegal stockpiles of chemical weapons in defiance of a direct presidential order.
And when it was exposed — in public, on television, in the Congressional Record — nobody was prosecuted. No criminal charges. No imprisonment. A formal acknowledgment. An executive order prohibiting future assassination programs. And the cycle continued.
