MKUltra Subproject 119 established that the CIA was actively researching remote electromagnetic activation of the human organism in 1960. Dr. Adey — one of the researchers — spent the rest of his career documenting that weak electromagnetic fields produce real biological effects at the neural level. He warned Congress about this in 1987.
In 1987 the average person was not yet carrying a device that emitted microwave radiation against their skull and delivered blue light to their retinas for 7 hours per day.
By 2026 they are.
The infrastructure that delivers that exposure was built for communication and entertainment — not behavioral modification. That is the stated purpose and probably the primary one.
But the science that says the exposure has biological effects is not fringe. It is peer reviewed, testified to Congress, and documented by a scientist who was simultaneously a CIA asset and one of the most respected bioelectromagnetics researchers in the world.
The question we hold — and refuse to answer prematurely — is this:
if you were designing a system for large scale passive behavioral modification and you needed to make it invisible, universal, and voluntarily adopted — would it look very different from the one that exists?

What Was Destroyed
The most important thing to hold about MKUltra is not what the surviving documents show. It is what the destroyed documents might have contained.
Richard Helms ordered the destruction of MKUltra records in 1973 — not because the program had failed, but because congressional investigations were coming and the program had succeeded enough to be extraordinarily sensitive.
The 20,000 surviving pages were financial records — the least operationally sensitive documents in the program. The research results, the experimental protocols, the findings on electromagnetic and radiological methods, the outcomes of the most extreme subprojects — all gone.
What was in those documents is not known. What is known is that the people who ran the program thought their contents were dangerous enough to destroy before anyone could read them.
The question we hold open: what was in what Helms destroyed?

The Program After 1973
In 1977 CIA Director Stansfield Turner confirmed to Congress that MKUltra had simply been renamed MKSEARCH in 1964 and continued until 1973. It was not shut down. It was rebranded.
Whether programs of this type continued after 1973 under other names is not confirmed in declassified documents. CIA whistleblowers and researchers have consistently asserted they did. #investigate
