What It Is
The term was coined by Harvard professor Shoshana Zuboff in her 2014 essay and fully documented in her 2019 book The Age of Surveillance Capitalism: The Fight for a Human Future at the New Frontier of Power.
It is not a conspiracy theory. It is an academically documented economic model that has been elaborated across hundreds of peer reviewed studies since Zuboff first named it. verified
The model in one sentence: Human experience is claimed as free raw material for extraction processed into behavioural predictions and sold to anyone who wants to influence human behaviour.
The product is not the app. The product is not the advertisement. The product is the prediction. verified
How It Started
Surveillance capitalism was pioneered by Google and later Facebook — just as mass production capitalism was pioneered by Ford and General Motors a century earlier. It has become the dominant form of information capitalism. verified
The origin: at the turn of the millennium Google discovered that the seemingly inconsequential digital traces users left — data exhaust — could be algorithmically processed to predict future behaviour and monetised through targeted advertising.
This was not planned. It was discovered. And once discovered it was industrialised.
Former Google executive Sheryl Sandberg moved to Facebook in 2008 and transformed the social network’s users into revenue using the same model. Zuboff describes her as the figure who spread the logic of surveillance capitalism from Google to the broader tech industry. verified
The Core Mechanics
Behavioural surplus: verified
Every action online generates data. The useful data for improving a service is the baseline. The surplus — the data beyond what is needed to provide the service — is where the real commercial value lives.
Examples: You search for a flight → useful data: show you flights. You search at 2am after an argument → surplus data: emotional state relationship stress vulnerability window.
The surplus predicts not just what you will buy but what you will do think feel and vote.
Behavioural futures markets: verified
Zuboff’s term for the new marketplaces where predictions about human behaviour are bought and sold. Advertisers are not the only buyers. Political campaigns insurance companies financial institutions law enforcement agencies and employers all purchase access to behavioural prediction.
The system extends beyond advertising into insurance employment finance law enforcement healthcare and political governance. verified
Instrumentarian power: credible
Zuboff’s term for the form of power surveillance capitalism exercises — the capacity to shape direct and control populations outside of traditional mechanisms through continuous algorithmically-mediated feedback loops.
Not through force. Not through law. Through the invisible continuous adjustment of what information reaches you when and in what form.
The Map of Your Mind
Individual data points seem harmless. In aggregate they become something else entirely. verified
Your search history maps your fears. Your music maps your emotional states. Your location maps your relationships. Your scroll behaviour maps your attention vulnerabilities. Your purchase history maps your values. Your social graph maps your influence network. Your streaming choices map your psychological state. Your sleep patterns map your cognitive capacity.
Combined: a predictive model of your mind more accurate than your own self-assessment.
This is not hypothetical. Cambridge Analytica demonstrated in 2016 that Facebook likes alone could predict personality more accurately than a person’s spouse could. verified
The Cambridge Analytica scandal made the invisible visible — showing that data was not merely collected but weaponised for psychological manipulation. The company’s use of Facebook data to build voter profiles demonstrated how behavioural prediction could be turned into political power. verified
The Honest Counterpoint
The received narrative of surveillance capitalism’s technical infallibility is often perpetuated by both critics and advocates.
Empirical studies challenge the claims of omnipotent surveillance: targeting efficacy is marginal over classical approaches and algorithmic exclusions can reinforce data deserts or misclassifications.
The system is not all-knowing. It is probabilistic — making predictions that are more accurate than chance but far from perfect.
The concern is not that the system is omniscient. The concern is that:
- Even imperfect prediction at scale produces significant influence over aggregate behaviour
- The asymmetry of knowledge — the corporation knows vastly more about you than you know about it — removes the conditions required for meaningful consent
- The system improves continuously through every interaction
The target does not need to be perfectly predicted to be effectively influenced. credible
The Health Dimension
This is the connection most surveillance capitalism analysis misses — and the one most important for this vault.
Peer reviewed research published in November 2025 confirms that surveillance capitalism’s over-capture of attention is associated with increased anxiety depression ADHD symptoms sleep disruption and child development harms. verified

Beyond The Screen
Surveillance capitalism is no longer confined to digital platforms.
It has extended into: verified
- Insurance — behaviour-based pricing using location health and driving data
- Employment — algorithmic hiring and performance monitoring
- Finance — credit scoring using social and behavioural data
- Law enforcement — predictive policing using Palantir and similar systems
- Healthcare — patient behaviour monitoring and predictive diagnosis
- Political governance — behavioural microtargeting of voters

Big Other
Zuboff’s term for the distributed and largely uncontested new expression of power produced by surveillance capitalism — a hidden architecture of extraction commodification and control that threatens core values of freedom democracy and human self-determination.
Not a centralised Big Brother state watching from above. A distributed Big Other embedded in every device every platform every connected surface — watching from everywhere simultaneously without a central controller. credible
The distinction matters: Big Brother requires a government. Big Other requires only aligned incentives among corporations whose individual profit interests produce collective surveillance without anyone needing to design it.
The End Goal
Short term: advertising revenue. Medium term: political and behavioural influence. Long term: integration with The Planetary Nervous System — a real-time map of collective human psychology available to whoever controls the infrastructure.
The map of your mind becomes a node in the map of all minds.
At sufficient scale and accuracy the distinction between predicting behaviour and determining it collapses. theory — but the direction of travel is documented.
