The debate is not whether it exists. The debate is whether it should be done — and whether anyone is already doing it without asking permission.
What It Is
Stratospheric Aerosol Injection is the deliberate introduction of reflective particles into the stratosphere — at altitudes of 15–25 kilometres — to reflect a fraction of incoming solar radiation back into space and cool the Earth’s surface. verified
The conceptual foundation comes from observing large volcanic eruptions. When Mount Pinatubo erupted in 1991 it injected approximately 20 million tonnes of sulfur dioxide into the stratosphere. The Earth cooled by approximately 0.5°C for over a year.
SAI would attempt to replicate this effect artificially and continuously — not for one year but for decades or potentially centuries. verified

The proposed delivery mechanisms: modified existing large jetliners at lower altitudes or purpose-built high-altitude aircraft for stratospheric injection.
A 2025 Earth’s Future paper confirmed that SAI is feasible with existing large jetliners at lower altitudes — achieving approximately 35% of the cooling efficiency of high-altitude strategies. The technical barrier to deployment is lower than previously assumed. verified

Someone Already Doing It
This is the section most people have never heard of.
Make Sunsets is a company founded in October 2022. It has been conducting unauthorised SAI test flights since its founding — releasing sulfur particles from helium weather balloons over:
- La Ventana Baja California Mexico
- Reno Nevada USA
- San Francisco Bay California USA
No government permission was obtained. No international consultation occurred. No safety assessment was conducted. No oversight body was notified.
A private company decided it was going to begin injecting sulfur particles into the atmosphere and simply did it.
The Mexico government subsequently announced a ban on solar geoengineering experiments following the Make Sunsets flights. The US has no specific regulatory framework to stop them within its own borders. verified
This is the proof of concept for the governance nightmare that SAI represents: the technology is not technically difficult. Anyone with enough money and access to balloons can do it. The question of who controls the Earth’s thermostat is not hypothetical. It is already being answered unilaterally by private actors. verified
SCoPEx — Cancelled Under Pressure
Harvard’s SCoPEx experiment was designed to release small amounts of calcium carbonate particles from a high-altitude balloon over Sweden to test atmospheric behaviour.
Following years of sustained pressure and campaigning by civil society groups and Indigenous Peoples’ organisations — who were not consulted about an experiment that would affect their sky — SCoPEx was cancelled in early 2024 before it successfully conducted an outdoor experiment.
This is documented as the most high-profile example of civil society opposition successfully stopping a solar geoengineering experiment. The cancellation does not mean SAI research has slowed. The Risks — What Scientists

Termination Shock: The most existential risk. If SAI is deployed at scale and then stopped — for any reason: war economic collapse political decision infrastructure failure — temperatures rebound catastrophically and faster than natural warming would have caused. The faster the stop the worse the shock. A civilisation dependent on SAI cannot stop without catastrophic consequences. There is no undo button.
Monsoon Disruption: Climate models show SAI shifts rainfall patterns. The Asian and African monsoons — which billions of people depend on for food water and survival — would be affected. Who decides whether the cooling benefit to some populations justifies the rainfall disruption to others? No governance framework exists to answer this. verified
Ozone Depletion: Sulfur particles react with stratospheric chemistry and accelerate ozone layer damage. This is confirmed in multiple climate model studies. verified
Uneven Cooling: SAI does not uniformly cool the planet. The cooling effect varies by latitude injection location and season. Studies show tropical regions may benefit while high-latitude regions may experience different effects. The winners and losers of SAI would not be the same as the winners and losers of climate change.
The Governance Problem: Who decides to deploy? Who decides the target temperature? Who compensates nations whose monsoons are disrupted to cool the nations producing the most emissions? No international treaty covers this. The ENMOD convention — the Environmental Modification Convention — prohibits military use of environmental modification but does not cover civilian geoengineering. verified
Moral Hazard: If SAI is available as a temperature fix it reduces pressure to cut emissions. The root cause is not addressed. The symptom is managed. The cause continues. The dependency on SAI deepens. This is documented in the scientific literature as a primary governance concern. credible
